Problem Summary:
If I have some daily task that I haven't done yet, it will show up in my tasks to schedule list. (Good)

However, if I then cycle through the task completion states all the way back to "ToDo", it will not be returned by the API call intended to grab all tasks that need scheduling (ie the ones that are not yet done)

Proposed Solution:
The API should return all tasks which have not been "completed" during the time period, and are not currently completed.
